PES & PAR Overview

Introduction to the PES/PAR

Performance assessment is an important part of organizational life. The PES (Performance Evaluation System) and PAR (Performance Assessment Review)
allow supervisors to rate employees’ performance throughout the work year.
The PES/PAR process, a two-way exchange, requires communication between
Rater (Supervisor) and Ratee (Employee). For more information, please go to

The Performance Evaluation System (PES) shall apply to all classified employees represented by IFTPE and CWA. For the PES, supervisors evaluate employees
using state standards of performance on a pass/fail basis.

The Performance Assessment Review (PAR) shall apply to law enforcement classified employees represented by independent unions and the PBA. For the
PAR, supervisors evaluate employees as exceptional, commendable, or unsatisfactory.

The Roles of Rater, Ratee, and Reviewer in PES/PAR Process

Rater, the supervisor, evaluates and discusses employees’ work progress, job expectations, and responsibilities throughout each work year.

Ratee, the employee, receives an evaluation of current progress with job expectations and responsibilities.

Reviewer, the Rater’s supervisor, ensures that the PES/PAR evaluations have been processed. The Reviewer may discuss the unit goals with the Rater. The Reviewer may also resolve any concerns between the Ratee and Rater.

PES/PAR Cycles

  • Initial PES/PAR Cycle - begins October 1st and ends September 30th. During the initial cycle (in the month of October of the performance year), supervisors and employees are required to meet to discuss job responsibilities and expectations. No rating is completed for the Initial.

 ***Please note: To process accurately PES/PAR in the NJ State System, an Initial must be completed. 

  • Interim PES/PAR Cycle - begins October 1st and ends March 31st. During the interim cycle (midyear review in April of the performance year), supervisors and employees are required again to meet and discuss employees’ performance.
  • Final PES/PAR Cycle - begins April 1st and ends September 30th- During the final cycle (in the month of October of the performance year), supervisors and employees meet for a final review of the employees’ performance throughout the work year. Also during this meeting, supervisors and employees may schedule or discuss the upcoming initial PES/PAR.
  • Significant Performance Events - At all times during the evaluation year, any significant performance events, either positive or negative, are recorded on the Significant Events Block within the INTERIM and FINAL sections of the PES/PAR form. These events should be discussed, initialed, and dated by both Rater and Ratee. Additionally, for both the interim and final PES, please include a justification for the rating and if applicable, a development plan.

Processing PES/PAR

  • The initial, interim, and final PES/PARs require THREE SIGNATURES (RATEE, RATER, AND REVIEWER) ALONG WITH DATES before the PES/PAR can be submitted to Human Resources. If the signatures and/or dates are not completed, the PES/PAR will be returned for appropriate processing.
  • An initial PES should be created for the employee. If an initial is not created, the remaining cycles (interim and final) will not be entered in the NJ State PES/PAR System (PMIS) and the employee will not receive an official rating.
  • Please be aware that the department maintains the original PES/PAR (initial and interim) until the end of the cycle at which time the original (final) and the initial and interim forms with any attachments are sent to the office of Human Resources.
  • The PES/PAR deadlines are as follows:
    • Interim: April 30th
    • Final: October 31st
    • Initial for next performance cycle: October 31st
