GOVERNMENT DOCUMENTS

DIPLOMATIC PUBLICATIONS

AE2.114: Public Papers of the Presidents.
Contain public papers and messages of the President: Official text of communications to Congress; public addresses; transcripts of press conferences; public letters; messages to heads of state; statements released on miscellaneous subjects; and formal executive documents promulgated in accordance with law. Material is presented in chronological order. Each volume contains a subject index.

S1.1:(yr.) Foreign Relations of the United States, 1861-1949. (Library has microfiche to 1899; book holdings 1933 - . No volume issued for 1869.)
Includes communications both to and from foreign government and their representatives in foreign countries with officials in the Department of State. Volumes published prior to 1925 do not usually contain documentation relating to the negotiation of treaties. As correspondence relating to a particular year may be withheld for the time being and appear in a later volume, it is advisable to consult the subsequent volumes in the series. First volume of microfiche set includes general index to all 56 volumes by country.
Also available online at: http://dosfan.lib.uic.edu/ERC/frus/index.html

S1.71/2: American Foreign Policy: Current Documents, 1956-1967.
Continues and intensifies coverage in previous publication. The materials included in each volume are arranged in 14 parts: one on overall policy; one on the United Nations and international law; seven on developments in particular regions and countries; one on disarmament, atomic energy and related developments, and educational and cultural exchange programs; and one on the Department of State. The 1959 and later volumes include some documents issued by other governments and by regional organizations of which the United States is not a member.

S1.71/2: American Foreign Policy, 1956-1967.
Annual one-volume collection of the principal messages, addresses, statements, reports, diplomatic notes, and treaties made in a given calendar year which indicate the scope, goals and implementation of the foreign policy of the United States.

S7.12/2: Whiteman, Marjorie M. Digest of International Law, 1963-1973. 15 vols.
Continuation of Hackworth; covers every aspect of international law. Deals with such subjects as sovereignty, state's rights and responsibilities, asylum, jurisdiction, diplomatic privileges and immunities. It stresses the factual and historical settings of cases and incidents. Vol. 15 contains index.

S7.12/3: Digest of United States Practice in International Law.
Library has: 1973-1978.

S9.12:(no.) United States Treaties and Other International Agreements. 1950 - present.
Numbering of Treaty Series is chronological according to the date on which the treaty became effective as far as the U.S. is concerned.

S9.14:(no.) Treaties in Force. (Library retains latest edition)
List of treaties and other international agreements to which the United States has become a party and which are in force as of the date of compilation.

Y4.F76/1 (House)
Y4.F76/2 (Senate) The Senate Committee on Foreign Relations and the House Committee on Foreign Affairs have for many years published the transcripts of extensive hearing on matters relating to foreign relations. These hearings are indexed by the Monthly Catalog of United States Government Publications and by the Congressional Information Service/Index. The Monthly Catalog indexes hearings by title, committee and subject. The CIS/Index indexes hearings by subject; witnesses and their affiliations; committees and subcommittees; and bill and report numbers. An abstract of testimony with reference to page numbers is given. The Library has these hearings from 1970 to the present.

Y4.F76/2:L52 Legislative History of the Committee on Foreign Relations.
Items discussed include national security; treaties; Department of State and Foreign Service; financial matters; international organizations and meetings; boundary matters; Senate resolutions; miscellaneous bills; nominations; and consultations with the executive branch.
Appendix includes legislative record, roll call votes on foreign policy measures, and Committee publications.

Doc. Annals of Congress, 1789-1824
Register of Debates, 1824-1837 Congressional Globe, 1833-1873
Congressional Record, 1873-date Indexed by U.S. Documents Relating to Foreign Affairs.
The debates of Congress have been reported in four series of publications, the names of which are given above. Each volume of the Annals, Register, and Globe has separate indices for Senate and House proceedings. The indices cover the entire session, but are repeated in each volume if the session proceedings require more than one volume. The appendix to the Globe contains many speeches to which there is no reference on the pages containing the debates. Therefore, the appendix should be consulted if all the material on any subject is desired. The index to the Congressional Record is strong in citations to action on bills and remarks of members, but weak in citations under subject headings. In order to locate the debates on a particular topic, the reader must generally ascertain the number of the bill in the entry number under the subject and then turn to the index by bill numbers in order to obtain the references. Many of the executive sessions of the Senate are open sessions and the proceedings and debates (on many treaty and foreign affairs matters) appear in the Congressional Record.
