Welcome to Facilities Planning & Operations

Rowan University's ambitious plans include doubling enrollment to 25,000 students by 2023. To reach that goal, the university will construct several facilities, including new buildings for the Colleges of Business and Engineering, a housing village, a health sciences facility and an academic building to serve the entire university. These projects, more than $300 million worth of construction over the next eight years, will generate much needed construction jobs in the short-term and increase access to higher education in the long-term.

Donald Ellis Moore, Senior Vice President of Facilities Planning & Operations

In his position of senior vice president for Facilities Planning and Operations, Donald Moore serves as the individual chiefly responsible for the master planning, design, construction, operational ownership, maintenance and upkeep of the facilities and property stock of Rowan University. He leads a team of individuals that span the spectrum of project management, design, financial management, energy and sustainability, custodial, and plant operations. Mr. Moore has over 27 years of experience in the facilities development arena, spanning development types including housing, commercial high-rise, heavy and highway, energy services, and most significantly educational and academic facilities. He earned a bachelor’s degree from Bradley University's School of Engineering and Technology having a concentration in Construction Management and Civil Engineering, and subsequently earned his Master’s in Business Administration from the Richard Stockton College of New Jersey having a concentration in business management.

Our Mission

The mission of Facilities Planning & Operations at Rowan University is to create and sustain the physical environment where the University's mission can be fulfilled.

The goals of Facilities Planning & Operations at Rowan are to:

  1. Enhance the learning experience in all areas (i.e. beyond the classroom)
  2. Provide an appealing environment that enhances recruitment and retention (i.e. supports marketing the institution)
  3. Provide a high level of customer service for everyone who comes onto the campus
