General Purpose:
All changes to University Buildings/Facilities must be performed within the requirements, restrictions and permits established by the Department of Community Affairs and must conform to New Jersey construction and life safety codes. These same requirements mandate that all such work be performed either by Facilities Operations or by reputable contractors under the supervision of Facilities Operations or Facilities Planning and Construction. No modifications to any building or facility may be made by any other persons, including such work as painting and carpet installation.

For Departments wishing to alter facilities a Project Request Form has been created. This form also includes an Equipment Requirements Checklist that must also be submitted where equipment is involved. Upon receipt of the PRF assigned staff in Facilities Planning will work with the department to develop a plan for the alteration and an estimate of the cost. It will then be the department’s responsibility in collaboration with Facilities Planning staff to determine a source of funds to cover the estimated cost.

Certain alterations may require the review and approval of campus committees. Such reviews can be coordinated by the assigned project manager from Facilities Planning.

Sufficient time must be allocated for the alteration including design, documenting, permitting, bidding and construction. This can take as little as three months for very simple alterations done by Facilities Operations or 18 months or more for complicated modifications. The method of accomplishing the alteration as well as the planning and scheduling of the work is the responsibility of Facilities Planning and Construction and will be coordinated with all departments which use the facility undergoing alteration.

Instructions:
This request form is required to initiate a building project, provide for cost estimating, and acquire project review and approval for any space:

  • Alteration
  • Modification
  • Improvement
  • Addition
  • Installation of equipment into any Rowan University building.

Please provide all information requested and available so that this project can receive a timely and complete consideration leading to assignment of this work to a project manager within Facilities Planning and Construction.

Please avoid the purchase of materials and equipment, application and acceptance of grants requiring building modifications, or any commitments of any space requiring associated modifications until this Project Request Form has been completed, processed and approved.

If your project involves major pieces of equipment and machinery, please also complete the Equipment Requirements Checklist to enable us to accurately assess requirements and provide a cost estimate for work associated with installation of this equipment.

Sequence:

  1. To initiate project, please complete Step 1 on the attached form and send to Facilities Planning and Construction. A Project Manager will be assigned to evaluate the project and to acquire necessary information to estimate the project costs.
  2. Staff in Facilities Planning or their consultants will prepare a budget estimate based on a site visit and information you have provided. This estimate will be provided to the requesting department head or dean for approval and arrangement for funding as necessary.
  3. Upon approval by the dean or department head, the signed form is to be returned to Facilities Planning and Construction for approval by the Vice President where needed and execution by the assigned project manager.
  4. Where General or Capital Reserves are to be used, the signature of the Vice President for Administration and Finance will be required to proceed with this work.
