ACA Constitution

I. Name
A: The name of this organization shall be the Asian Cultural Association.


II. Purpose
A: To promote Asian culture as well as diversity at Rowan University , connecting this organization and by extension, Asian culture through education and awareness to form a better multicultural community at Rowan University .


III. General Membership

A: Eligibility

1. All Rowan undergraduates are eligible to participate in the Asian Cultural Association.
2. Membership is granted regardless of race, age, creed, color, religion, sex, national origin, disability or sexual orientation.
3. To be considered a member in good standing, one must attend at least TWO (2) General Meetings OR events per semester.

B: Member Rights

1. Members in good standing with the organization will be eligible to vote on issues regarding ACA activities.


IV. Executive Board

A: Membership

1. The Asian Cultural Association's executive board consists of eight officers and one faculty advisor that shall include the President, the Vice-President, the Secretary, the Treasurer, the Liaison, the Senator/Historian, the Webmaster and the Student Advisor.
2. Of the said eight officers, the Core Executive Board consists of: the President, the Vice-President, the Secretary and the Treasurer.
3. In order to be a member of the Executive Board, one must be a full-time student on Rowan University's campus.


B: Eligibility

1. Student Advisor
a. Must be previous year's President, Vice-President, Secretary and/or Treasurer.
b. Must serve the executive board for two consecutive years.


2. Faculty Advisor(s)
a. Must be previously involved with ACA activities and must be available throughout the year to assist the Asian Cultural Association's objectives.

3. President
a. Shall be a member of the previous year's Core Executive Board.

4. Vice President
a. Shall be a member of the previous year's Executive Board, or
b. Shall be a member of good standing with Asian Cultural Association.

5. Secretary
a. Shall be a member of good standing with the Asian Cultural Association or a previous year's chair person. A Chairperson receives priorities over a member of good standing.
b. Shall be punctual.

6. Treasurer
a. Shall be a member of good standing with the Asian Cultural Association or a previous year's chair person. A Chairperson receives priorities over a member of good standing.
b. Shall have experience with budget planning.

7. SGA Senator/Historian
a. Shall be a member of good standing with the Asian Cultural Association or a previous year's chair person. A Chairperson receives priorities over a member of good standing.
b. Shall be punctual and has basic organization skill.

8. Liaison
a. Shall be a member of good standing with the Asian Cultural Association or a previous year's chair person. A Chairperson receives priorities over a member of good standing.
b. Shall have good communication skill.

9. Webmaster
a. Shall be a member of good standing with the Asian Cultural Association or a previous year's chair person. A Chairperson receives priorities over a member of good standing.
b. Shall have basic computer competency.


V. Duties

A: Executive Board

1. President

a. Shall plan activities and carry them through.
b. Shall meet with advisors.
c. Shall supervise officers' actions.
d. Shall check with higher officials in preparation for planned events.
e. Shall service the officers and members with questions and problems.
f. Shall supervise committees especially Governing Committee.
g. Shall check the SGA mailbox.
h. Shall enforce the fines of missing meetings.
i. Shall call emergency meetings when necessary.

2. Vice-President

a. Shall fill in and perform the duties of the President in his/her absence.
b. Shall assist and provide other officers guidance and needed resources.
c. Shall supervise all committees, especially the Activities Committee.
d. Shall help organize and schedule all events.
e. Shall check the SGA mailbox along with the President.


3. Secretary

a. Shall coordinate internal communication with other officers and members.
b. Shall record each general meeting's minutes and deliver said minutes to SGA by a pre-determined deadline.
c. Shall co-coordinate and oversee the promotion committee with the liaison.
d. Shall maintain member roll and attendance for each general meeting and event.


4. Treasurer

a. Shall maintain the budget updated.
b. Shall handle all paper work that relate with fundraisers, receipts, and cash advances.
c. Shall oversee the Fundraising Committee.
d. Shall attend all budget meetings.
e. Shall announce the financial status at every general meeting and keep the Executive Board informed of the budget.
f. Shall coordinate two fundraising activities per semester.

5. Senator/Historian

a. Shall attend SGA meetings and report back to the club regarding information obtained at that meeting.
b. Shall assist in synchronizing a requirement of two community service projects per semester.
c. Shall be in charge of filling out any forms pertaining to service projects.
d. Shall keep records of ACA activities (i.e. flyers, programs, pictures).

6. Liaison

a. Shall attend other organizational meetings and report back to the club regarding information obtained at that meeting.
b. Shall coordinate with the Promotions Committee to create flyers, banners and advertisements for special events.

7. Webmaster

a. Shall maintain the Asian Cultural Association website.
b. Shall design the site to create a good public view of ACA over the internet.
c. Shall post and update general information, such as, weekly minutes, meeting topics, events, etc.
d. Shall train and assist the new elected Webmaster in the transition process.

8. Student Advisor

a. Shall assist the newly elected Executive Board with any questions or concerns they may have about the organization.
b. Shall be present in the executive meetings at least once a month.

B: Chairpersons

1. Shall plan organize and coordinate specific activities and report back to the Vice-President and Executive Board members who are in charge.
2. Shall have monthly meetings with committees.
3. Shall have meetings with their supervising Executive Board officers as well as with the Vice-President.

C: Committees

1. Activities Committee
a. Shall plan and organize events for ACA.
b. Shall coordinate with vice president and promotions committee.

2. Promotions Committee
a. Shall advertise and promote events that ACA will be sponsoring.
b. Shall coordinate with secretary and activities committee.

3. Fundraising Committee
a. Shall organize and coordinate in all fundraising events.
b. Shall assemble two fundraising activities per semester.
c. Shall coordinate with treasurer and promotions committee.

4. Governing Committee
a. Shall revise and approve any changes to the constitution.


VI. Voting Procedures

A: General Events

1. Members in good standing are entitled to vote for office positions and ACA issues.
2. If two or more people are nominated for a position and accept said nomination, each person must make a speech explaining why they would like to get elected.
3. In lieu of a tie,the President shall make the final decision.

B: Officer/ Committee Elections

1. Nominations must be seconded by another member.
2. Nominees have the right to either accept or decline nominations.
3. Upon acceptance, if more than one nominee is selected, each nominee must deliver a brief speech outlining his/her qualifications.
4. If more than one nominee accepts his/her nomination, each member will receive a ballot, excluding the President.


VII. Removal

A: Removal of an Executive Officer

1. If an officer, other than the President and/or Vice President, is not abiding by the duties in the constitution, he/she shall be issued a warning by the President and/or the Vice-President.
a. If an officer, the President and/or Vice President, is not abiding by the duties in the constitution, he/she shall be issued a warning by the Student Advisor along with the rest of the executive board members.
2. If the unconstitutional action(s) are continued after the warning, he/she must appear in front of the Executive Board and advisor(s) providing an explanation for their actions.
3. Following the Executive Board hearing, the officers and advisor(s) vote on if the officer shall continue his/or her position. The majority vote prevails.
4. If he/she is granted to remain on the Executive Board:
a. He/She must continue to perform their duties according to the ACA Constitution.
b. If not, the Executive Board reserves the right to remove the officer from his/her position without any warning by an unanimous vote.
5. If he/she is denied the opportunity to remain on the Executive Board:
a. He/She shall remain on probation for a period of one year. (Probation: not permitted to be elected as an officer)
b. He/She can still engage in ACA activities as a general member during probation.
c. He/She is considered not to be a member in good standing. B. Resignation

1. If for any reason an elected officer is unable to perform his/or her duties and wishes to resign from his/or her position they must:
a. He/She must submit a formal letter of resignation in forming the Executive Board and the advisor(s).
b. The letter of resignation must be dated two weeks prior to resignation of executive position.
c. He/She must perform the duties until a new officer is elected.


VIII. Amendments

A: All changes must be submitted to the Governing Committee.
B: If requests are approved by the Governing Committee, they will then be brought before the Executive Board and will be voted upon.
C: All final revisions should be brought up during the general meetings.


IX. Regulations & Policies

A: Executive Board members are only allowed TWO (2) absences/lates from General Meetings and/or Executive Board Meetings per semester.
B: If an officer cannot attend a meeting he/or she must notify the President or Vice-President one day prior to the scheduled meeting.
C: Executive Board meetings are held every week, unless, the meeting conflicts with an outside activity.
D: The President reserves the right to call any emergency meetings.
E: All executive board officers may provide extra help to the fellow officers with their duties if they require further assistance.
