Office of Sponsored Programs Mission

 

The mission of the Office of Sponsored Programs (OSP) is to provide the Rowan University faculty with relevant information and guidance for the submission of quality proposals to federal, state, and industrial sponsors, and to provide effective stewardship of awarded funds. Post-award (grant accounting) functions have been added to the OSP. Please see the links below for further information on the reorganization and staffing functions.

Required Paperwork

A one-page “Internal Proposal Authorization Form” (IPAF) must be completed by the Principal Investigator (PI), printed, signed by the PI, the PI’s Chair, and the PI’s Dean and submitted to OSP within FIVE DAYS of the sponsor’s deadline.

If your project is not at the stage to submit the IPAF, please submit an email to sponsoredprograms@rowan.edu and provide a brief description of the plan. Identifying the sponsor, brief scope of work, preliminary budget, and any additional requirements, such as but not limited to personnel, space, cost share, equipment, IRB, IACUC, and IBC related information is not required, but will faciliate a response from OSP and provide some preliminary information related to your inquiry or notification.

OSP Announcements

COMING SOON - OSP is in the final stages of implementing Cayuse SP, a web-based grants management system that allows for electronic proposal routing and approval, enhanced activity reports, and a centralized repository for all proposal and award data and documents. This system will replace the internally routed IPAF and is expected to launch in February 2015. Banner will remain the financial accounting system for grant awards.

We are also finishing the implementation of Cayuse 424, a web-based System-to-System application that submits federal grant applications directly to grants.gov in lieu of filling out cumbersome Adobe packages. This system will receive a tiered launch in Q3 2015, starting with volunteered pilot submissions. If you are interested in submitting your federal application via Cayuse 424, please contact Stephanie Lezotte.

Dec. 9, 2014 - On Nov. 26, NIH announced a new biosketch format for NIH and AHRQ grant applications submitted for due dates on or after January 25, 2015. Revised forms and instructions are available on NIH's SF424 (R&R) Forms and Applications page and on our Forms & Templates page.

July 1, 2014 - New Internal Proposal Authorization Form (IPAF) is now available. In a continued effort to reduce paperwork, SJponsored Programs have redesigned the Proposal Planning Form down to a single page. The fillable form is now a PDF so that digital signatures can easily be added to the document. The new form can be found on our Forms & Templates Page. If you have any difficulties or suggestions related to the new form, please let us know at sponsoredprograms@rowan.edu.

April 7, 2014 - Effort Reporting Certification Implementation via Banner! Currently, the Office of Research and Office of Sponsored Programs is implementing an electronic system via Banner Self-Service to certify effort reports. This project also coincides with a change to the Effort Reporting Procedure.
