The students you see around Rowan University being led by eager young puppies in red bandanas are part of the partnership between Rowan and The Seeing Eye.  These students are volunteering their time and efforts to raise puppies for The Seeing Eye, Inc. in their mission "to enhance the independence, dignity, and self-confidence of blind people through the use of Seeing Eye dogs."
