The purpose of our online Teacher of Students with Disabilities: Graduate Endorsement program is to provide advanced studies focusing on educational, psychological and sociological needs of children and youth with disabilities. Each course in the program builds on the earlier knowledge and skills gained in the candidates initial certification programs. The coursework and related field experiences are designed to foster an understanding of students with special learning needs, combined with pedagogical skills to accommodate these needs and provide appropriate curriculum modifications when necessary.

Information for New Jersey teachers

This program is designed for individuals who possess a standard instructional certificate, or possess or are eligible for a Certificate of Eligibility with Advanced Standing (CEAS) and wish to obtain Teacher of Students with Disabilities (TOSD) certification in New Jersey.

The New Jersey Department of Education (NJ DOE), not Rowan University, grants certifications based on requirements set by the state. While coursework for this program meets the academic requirements for NJ DOE certification, it is the student's responsibility to ensure that all other certification requirements are met, including, but not limited to, appropriate type and level of license and years of experience. NJ DOE certification requirements are subject to change. Certification applications are evaluated by NJ DOE, based on the most current state requirements. You don’t have to step away from your career to earn a graduate endorsement. Rowan Online offers asynchronous courses, active faculty engagement, part-time coursework and a platform that helps you stay connected to your peers and instructors when the time is right for you. 

Admission Requirements

To begin the admission process for Rowan’s online TOSD graduate endorsement program, you must submit the following application materials. Once you apply, a representative from the Rowan University Office of Admissions will reach out to confirm your application or notify you of any missing information. There may be additional actions or materials required for admission to the program.

  • Completed online application
  • $65 (U.S.) non-refundable application fee
  • Bachelor's degree (or its equivalent) from an accredited institution of higher learning
  • Official transcripts from all colleges attended (regardless of number of credits earned)
  • Current professional resume
  • Certificate Program Acknowledgement
  • Typewritten statement of professional objectives
    • Please explain why you want to teach children with special needs and why is earning the TOSD Endorsement important to you.
  • Two letters of recommendation
    • While the official Recommendation Form is required, an actual letter from the recommender is preferred.
  • Recommended minimum undergraduate cumulative GPA of 3.0 (on a 4.0 scale)
  • A copy of initial NJ teaching certificate (Standard or CEAS only) in Elementary Education or appropriate content area. If your certificate was issued prior to 1994, you must also submit scores from the Praxis II content specialization test.
  • Interview may be required with Faculty Admissions Committee (If an interview is required, students will be contacted directly by the Faculty Admissions Committee. The interview can be in person or via telephone.)
  • On-site writing sample (conducted during interview)

Tuition and Aid

Tuition for Rowan’s online TOSD graduate endorsement program is $877 per credit. This graduate rate reflects the high-quality instruction, faculty support and accessibility Rowan offers its students.
